技术过载对基层公务员创新行为的影响机制研究

Research on the Influence Mechanism of Technical Overload on Innovation Behavior of Grass-roots Civil Servants

摘要:

基层公务员创新行为是推动政策有效执行、促进公共服务精准供给的重要路径。随着信息技术在基层治理中的深度嵌入,基层公务员被要求依托多种智能终端、信息平台和政务APP开展工作,处于持续在线和即时响应的工作状态,由此引发的技术过载问题日益凸显。已有研究表明,技术过载会对公务员工作状态产生负向影响,并可能抑制基层公务员的创新行为。如何理解并破解这一困境,成为提升基层治理能力和效能的重要议题。基于“压力源—应变—结果”模型,整合资源保存理论及其衍生的“工作要求—资源”理论,构建了技术过载影响基层公务员创新行为的作用机制模型。以江苏省N市基层公务员为研究对象,基于385份有效问卷开展实证分析。研究发现:技术过载显著增强了基层公务员的角色负荷感知和情绪耗竭程度;角色负荷与情绪耗竭在技术过载与创新行为之间发挥链式中介作用。研究揭示了技术过载抑制基层公务员创新行为的内在机制,拓展了基层公务员创新行为影响因素的研究视野,也为缓解技术过载、激发基层公务员创新活力、提升基层治理效能提供了理论依据与实践启示。

Abstract:

Innovative behavior among grassroots-level civil servants constitutes an important, practical pathway for policy implementation and the delivery of public services. As information technology becomes more integrated with grassroots governance, civil servants are increasingly required to perform their duties through various smart devices, digital platforms, and government service applications. This constant connectivity and immediate responsiveness is leading to technology overload. Existing studies show that technology overload may exert negative effects on civil servants’ work states and may further inhibit their innovative behavior. This study’s mechanism model seeks to explain how technology overload affects innovative behavior among grassroots-level civil servants. By drawing on the stressor-strain-outcome model and integrating the conservation of resources theory with the job demands-resources theory derived from it, this study analyses data from 385 questionnaires collected from grassroots-level civil servants in N City, Jiangsu Province. The findings indicate that technology overload significantly increases grassroots-level civil servants’ perceptions of role overload and levels of emotional exhaustion. Moreover, role overload and emotional exhaustion exert a chain mediating effect between technology overload and innovative behavior. This study reveals the internal mechanism through which technology overload constrains innovative behavior among grassroots-level civil servants, extends existing research on the antecedents of such behavior, and provides theoretical and practical implications for alleviating technology overload, stimulating innovative vitality, and enhancing grassroots governance effectiveness.
