Abstract:

The relationship between government and market constitutes the core agenda of modern state governance and local governance， and it remains one of the most challenging global issues. Zhejiang province benefits from its early-mover status in innovations in market-oriented institutions and mechanisms， as well as its distinctive formation mechanism and evolutionary trajectory of government-market relations. A virtuous interactive mechanism gradually developed between the expansion of the market system and innovations in government governance， thereby creating a vital ecosystem for provincial governance innovation. As the modernization of the provincial governance advanced and the organic unity of “effective government” and the “proactive government” became reality， local governments faced the challenge of enhancing their governance capacities in ways that were compatible with an “efficient market” that adhered to the clearly defined and strictly observed statutory responsibilities and behavioral boundaries of government.
