Abstract:

How communities of strangers establish effective grassroots order is a common challenge faced by urbanization. Affective governance promotes the production of grassroots order. Existing studies on affective governance include affective instrumentalism and affective teleology， discussing affective governance as a standalone governance tool or governance purpose， while overlooking the typological differences and intermediary influence mechanisms of affective governance. The study posits that affective governance can be defined as the process in which emotions， as a resource， operate through informal mechanisms. Governance actors， through mediation mechanisms， response mechanisms， and leadership mechanisms at the grassroots level， form a trust network， a foundation of legitimacy， and institutionalizes rules and norms bonded by emotions. This leads to the renewal of grassroots order in terms of social relations， social compliance， and public participation. The paper transcends the binary opposition between bureaucracy and emotion， taking Community A， a commodity housing community in a new city in an economically developed region， as a case study. It explores the conditions and mechanisms under which affective governance takes effect， providing a reliable basis for rebuilding a warm “new acquaintance society.”
