Abstract:

The theoretical system of governing the Party according to rules in the new era includes five major subsystems： ontology， norm theory， value theory， implementation theory， and responsibility theory. These comprehensively cover important content such as the basic theories， core essentials， and safeguard mechanisms of governing the Party according to regulations. Ontology is the theoretical foundation for governing the Party according to regulations， mainly addressing fundamental questions such as ‘who governs，’ ‘who abides by rules，’ and ‘what is being governed.’ It corresponds to the fundamental theoretical categories of governance subjects， compliance， content， and scope of governance for governing the Party according to regulations. Normative theory， value theory， and implementation theory are the key content and key innovations of the theory of governing the Party according to regulations. They mainly address key and core questions such as “what to govern the Party according to，” “why，” and “how to govern，” corresponding to the normative basis， value goals， and implementation strategies of governing the Party according to regulations. The theory of responsibility mainly addresses issues such as “how to be held accountable” and “what responsibility to pursue，” corresponding to the principles of accountability and the responsibility system of governing the Party according to regulations， achieving logical coordination and a closed loop system.
