Abstract:

Since the turn of this century， national policy strategies have increasingly shifted toward people’s livelihoods and social development. The reordering of the priorities of local governments produced significant changes in local governance. Based on an analysis of the twenty-one-year evolution of Zhejiang’s long-term mechanism for delivering practical benefits to people， this study finds that such transformations in local governance differ in many respects from previous practices， thereby posing challenges to existing theoretical explanations. As a new theoretical framework， responsive local governance seeks to explain how the operational structure and mechanisms of local governance change when local governments begin to devote greater attention to livelihood issues. In doing so， it aims to illuminate the transformation of local governance models in the process of Chinese modernization.
