Abstract:

In different contexts and disciplinary perspectives， time has different connotations， types， attributes， and functions. It plays an important role in the formation， construction， and governance of the state， exerting a hidden yet powerful influence. Time is not only a fundamental resource and basis for modern state governance， but also an object of modern state governance. It is a basic dimension inherent in modern state governance thinking and governance mechanisms. The state’s time governance must integrate the unity and flexibility of time. It must construct a time order that is both planned and situational and attaches importance to the value integration function of time governance. Ultimately， no single， rigid time orientation and standard driven by behind-the-scenes capital should dominate. In this way， different social systems and different types of social time can be coordinated， and the effective connection between collective and individual time expectations can be achieved. This can address the complexity， uncertainty， and acceleration of the state governance environment， and enhance the systematicness and three-dimensionality of state governance. Furthermore， it offers a new perspective for interpreting the concepts， scenarios， mechanisms， and objectives of national governance， enriching the research approach to state governance.
