迈向福利治理:养老事业与养老产业协同发展的政策机制研究

摘要:

健全养老事业和产业协同发展政策机制,是落实积极应对人口老龄化国家战略的重要举措。作为对福利供给理论的超越,福利治理理论强调多元主体共同参与对福利体制的重构。“养老事业”和“养老产业”都是我国养老制度建设进程中的特有概念,前者强调政府责任,后者关注市场力量。基于对概念生成逻辑的考察,提出养老事业和养老产业的协同发展本质上是一个福利治理的过程。福利治理对多元主体共同参与重构福利制度的要求,意味着内部存在针对不同政策对象的政策领域,具有不同类型的政策机制。理论上,福利治理中包括行政领域中的权力支配机制、经济领域中的利益规制机制、社会领域中的价值影响机制。实践中,养老事业与养老产业在协同发展上面临的困难本质是政策领域交叠产生的多重政策机制“纠缠”。对此,需要以福利治理引领养老事业和养老产业的“再结构化”,包括重构复合性政策领域、发展权变式政策机制、推动事业与产业双向赋能。迈向福利治理,在战略上需要优化顶层设计、统筹多元目标、培育多元生态、创新协同模式和注重动态适应,从而推动养老事业和养老产业协同发展。

Abstract:

Improving policy mechanisms for the synergistic development of aging policy and the elderly care industry is an important measure to implement the national strategy of actively responding to population aging. Going beyond the theory of welfare provision, welfare governance theory emphasizes the joint participation of multiple actors in the reconstruction of the welfare system. Both “Aging Policy” and the “Elderly Care Industry” are unique concepts in the process of building China’s elderly care system. The former emphasizes government responsibility, while the latter focuses on market forces. An examination of the logic behind the generation of these concepts reveals that the synergistic development of aging policy and the elderly care industry is essentially a process of welfare governance. The requirement of welfare governance for multiple actors to jointly participate in reconstructing the welfare system implies the existence of policy domains targeting different policy objects internally, each with different types of policy mechanisms. Theoretically, welfare governance includes power domination mechanisms in the administrative domain, interest regulation mechanisms in the economic domain, and value influence mechanisms in the social domain. In practice, the difficulties faced by the synergistic development of aging policy and the elderly care industry essentially stem from the entanglement of multiple overlapping policy mechanisms across policy domains. In response, it is necessary to lead the restructuring of aging policy and the elderly care industry through welfare governance, including reconstructing composite policy domains, developing contingency-based policy mechanisms, and promoting mutual empowerment between social policy and industry. Strategically moving towards welfare governance requires optimizing top-level design, coordinating multiple objectives, cultivating a diverse ecosystem, innovating collaborative models, and emphasizing dynamic adaptation, thereby promoting the synergistic development of aging policy and the elderly care industry.
