“民声”中的民主:政务热线实践全过程人民民主的形态与机制

Democracy within the Public Voice: Form and Mechanisms of Whole-Process People’s Democracy in Government Hotline Practice

摘要:

政务热线作为新时代桥接政府与民众的关键治理接口,其运转构成了全过程人民民主在基层治理中的微观实践范式。具体言之,政务热线的运行依循“民众表达—政府受理—政府回应—民众评价”的逻辑闭环展开,借由“民声吸纳、处置规制、分层兑现、双向倒逼”四项核心机制,系统性地将参与性、程序性、回应性、问责性四重民主价值转化为具体的治理实践。正是在这一转化过程中,多重民主价值于单一治理场域内实现了融合,生成了“复合式民主”的实践形态。由此,政务热线超越了传统政民互动载体的工具范畴,演化为承载着全过程人民民主意蕴的价值场域,为民主实践图景增添了具有普遍意义的微观支点。

Abstract:

As a critical governance interface linking the government and the public in the new era, the government hotline operates as a micro-level, practical model of whole-process people’s democracy in grassroots governance. Its operation follows a closed-loop logic of “public expression, government processing, government response, and public rating.” Through four core mechanisms—public voice incorporation, regulated processing, tiered delivery, and bidirectional reverse pressure—the government hotline translates four democratic values (participation, procedural fairness, responsiveness, and accountability) into concrete governance practices. This integrates within a single governance arena a practical form of “composite democracy.” Thus, the government hotline transcends its merely instrumental role. A traditional government-public interaction platform becomes a value-laden arena that embodies a whole-process people’s democracy, thereby providing a micro-level point of broad significance within the landscape of democratic practice.
