Abstract:

With the advancement of digitalization and the penetration of scenario-based thinking in the field of governance， scenario-based governance has emerged as a new form of grassroots governance. Centered around specific contexts， grassroots scenario-based governance systematically integrates multidimensional elements such as environmental facilities， governanceentities， and interactive activities. In the dynamic evolution process of scenario positioning， scenariocreation， scenarioapplication， and scenario optimization， it strengthens emotional bonds among multiple entities， promotes cross-organizational and cross-level collaboration， and achieves optimal allocation of governance resources， continuous improvement of governance processes， collaborative amplification of governance effectiveness， and the precise achievement of governance goals. Scenario-based governance， with its characteristics of dynamic adaptability， strategic flexibility， collaborative innovation， and emotional integration， effectively responds to differentiated governance needs across different spatial and temporal dimensions， achieving systematic synergy among multiple governance tools. Through conceptual innovation， optimization of service supply models， and reconstruction of participation mechanisms， it provides new theoretical perspectives and practical paths for advancing the modernization of grassroots governance. As a governance innovation rooted in Chinese practice， scenario-based governance constructs an academic discourse with stronger local explanatory power，offering a unique analytical framework and theoretical insights for deepening the study of Chinese governance experience.It contributes to the innovative development and academic dissemination of governance theories with Chinese characteristics.
