制度弹性对区域人口规模潜能变动的影响研究

The Impact of Institutional Resilience on Changes in Regional Population Size Potential

摘要:

在人口负增长、老龄化和区域增减分化的大趋势下,区域人口的合理分布、优化聚集是畅通国内大循环、促进高质量发展的基础。通过文献析出阐明制度以及制度弹性对于区域人口规模以及人口规模潜能的影响,在此基础上,基于2010—2023年中国271个地级市面板数据,构建涵盖吸收能力、适应能力与变革能力的制度弹性指数,利用双向固定效应模型和空间杜宾模型实证分析了制度弹性与区域人口规模潜能变动的关系。研究表明,制度弹性显著提升区域人口规模潜能,并对邻近城市产生负向空间溢出;该效应在经济增长较快和非资源型的城市更为显著。分位数回归结果显示,制度弹性作用在人口规模潜能处于25%、50%、75%分位区域的结果均显著,且由低到高呈增强趋势,表明在潜能较高的城市,制度改良更能增强区域人口承载力与吸引能力。稳健性检验发现,当因变量替换成人口规模(年末总人口)时,结论方向一致,制度弹性每提高0.01个指数点,可使该类地区年末总人口平均增加0.208万人。整体上,制度弹性增强人口规模潜力的主要表现为:出生率提高、死亡率下降、净迁入率上升,并最终在稳定人口规模层面得到印证。

Abstract:

Negative population growth, population ageing, and widening regional demographic disparities have driven a deeper interest in the rational spatial distribution and optimal agglomeration of population to facilitate domestic economic circulation and promote high-quality development. Building on the existing literature, this study first develops a theoretical framework to explain how institutions and institutional resilience shape regional population size and its potential for expansion. Using panel data from 271 prefecture-level cities in China from 2010 to 2023, we construct a composite index of institutional resilience encompassing absorptive, adaptive, and transformative capacities. We then employ two-way fixed-effects and spatial Durbin models to empirically examine the relationship between institutional resilience and changes in regional population size potential. The results show that institutional resilience significantly enhances regional population size potential, while generating negative spatial spillover effects on neighbouring cities. This positive effect is more pronounced in cities with faster economic growth and in non-resource-based cities. Quantile regression results further indicate that the positive effect of institutional resilience is statistically significant at the 25th, 50th, and 75th quantiles of the distribution of population size potential, with the magnitude increasing progressively across higher quantiles. This finding suggests that improvements in institutional resilience generate greater gains in population carrying capacity and attractiveness in cities that already possess relatively high population size potential. Robustness checks using actual population size (year-end total population) as an alternative dependent variable yield qualitatively consistent results: a 0.01-point increase in the institutional resilience index is associated with an average increase of approximately 2,080 people in the year-end total population of such areas. Overall, institutional resilience enhances regional population expansion potential primarily by increasing birth rates, reducing mortality rates, and promoting net in-migration, and these mechanisms are ultimately corroborated at the level of stable population size.
