Abstract:

Grassroots society is both the origin of conflicts and the entry point for their mediation， making localized resolution essential for social stability and state governance. This paper conceptualizes localized resolution as a place-based mechanism of problem-solving. It first traces its historical evolution across agrarian， industrial， and post-industrial eras， highlighting the shifting governance forms. It then compares its distinctive features along five dimensions： territorial boundaries， spatial structures， relational networks， problem-solving techniques， and value orientations. The findings show that localized resolution subdivides and reorganizes governance spaces， binds authority and responsibility more precisely， optimizes governance processes， mobilizes diverse actors， and balances flexible and rigid approaches. In doing so， it connects state authority with social forces to achieve in-situ settlement of disputes. As a governance mechanism， localized resolution not only inherits China’s historical wisdom of conflict mediation but also responds to contemporary social transformations， thereby contributing to the development of an autonomous discourse on social governance with Chinese characteristics.
