Abstract:

The New-Type System of Nationwide Mobilization is an important new concept. It represents the practical determination of the political leadership to achieve their goal to reform governance.However, the system is still being formed. The implications of the concept could be more significant than currently imagined. Hence, scholars should advance the discussion beyond the policy interpretation stage and begin theorizing. Using historical experience, this article generalizes the core characteristics of a “system of nationwide mobilization”. Using this empirical evidence, this article proves the New-Type System of Nationwide Mobilization is the task system by which China's political leadership will accomplish the transformation of the nation’s current critical stage of development.
