Abstract:

Under the background of digital government construction, the transformation of government service delivery is a general trend, but at the same time, there are two difficulties. It is difficult to embed and interact with technology and organisations, and it is difficult to seamlessly connect offline and online. Solving these two problems is the key to realising the high-quality development of government services. The case of real estate registration reform in City A shows that in the process of digital government construction, scene construction, and technology embedding, there are important realisation mechanisms for the high-quality development of government services. The value rationality of people-centredness, the realistic choice of gradual strategy, and the organisational foundation of sectional guarantee have contributed to the construction of scenarios for the provision of government services. This creates conditions for the embedded interaction between technology and organization. The embedding of technology plays a role in the organisational change of the enabling scenarios, empowers the value of multi-dimensional interaction of the scenarios, and lays the foundation for the optimisation of synergy between on-line and off-line.
