Abstract:

The multi-dimensional transformation of the governance system is a new characteristic of public governance in the digital era. The digitalization of public governance not only enhances efficiency, but also gives rise to a new digital paradigm driven by data and algorithms. The differences in signal transmission modes within the digital space are expected to shape a new paradigm for governance. Specifically, ICT reconstructs the fundamental composition of the public governance system across three levels: space, subject, and resource. It promotes the formation of a “physical-social-digital” tridimensional space, an “individual-organization-algorithm” multi-dimensional subject, and a “data-algorithm-computing power” resource system. The multi-dimensional governance system will lead to the reform of the governance paradigm. This will transform the highly correlated governance process across different affairs, time periods, and regions. And it will further drive the hierarchical division of governance functions and the dynamic change of the organizational structure. The multi-dimensional development of public governance is not only an observable phenomenon but also reveals potential forms for future governance.
