    The Essence of Marxism's “Action” in the Chinese Era

    Practice shows why the CPC is viable and why the system of socialism with Chinese characteristics is a good system. The reason is because Marxism is feasible; and Sinicized contemporary Marxism is also feasible. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the latest achievement of the Sinicization of Marxism and the modernization of Marxism. By realizing the leap of the Sinicization of Marxism and the modernization of Marxism, our Party has full speculative power. The worldview and methodology of integrity and innovation are theoretical navigators containing new thoughts. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is strategic and based on the combination of international and domestic, party governance and country governance, philosophy and methods, system and elements. It highlights the systematic, holistic and collaborative aspects. It provides our party with a strategic view and overall planning that is full of strategic strength and dedication, and makes a strategic navigation that is full of positive energy. The Report of the Party's Twenty National Congress Comprehensively implements Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, lays out a grand strategy to embark on a new journey which focused on the central task of the Party, and adds to the new development concept. It describes the grand blueprint of comprehensively promoting the great rejuvenation of the Chinese nation with a Chinese path to modernization with new ideas and new measures to promote comprehensive and high-quality development. It provides our Party with a plan and mission statement full of actual strength and courage to forge ahead. It signals the beginning a new voyage of high-quality development.

    Driven by the strategy of “enhancing the grassroots”, the construction of the county medical community has become the key to improving the primary healthcare service capacity. The sudden public health emergency has posed a new challenge. Effectively responding in the context of time constraints and sudden increases in demands for medical care has become the focus of common concern of practical departments and academia. From the perspective of holistic governance, this paper focuses on the two core theoretical elements of holistic coordination and organizational re-integration. Taking the reform of county medical community in Zhejiang Province as the research object, this study empirically analyzed the impact of reform on the capacity to cope with public health emergencies, and explains the mechanism of reform through case analysis. The results show that the reform can significantly improve the coping capacity of the grassroots. The completion of the reform is closely related to the performance of the two coping stages: early warning of the risk and medical treatment. Capacity improvement can be achieved by relying on the multi-subject collaborative linkage mechanism and the demand-driven resource coordination mechanism, respectively.

    Facing complicated domestic and international environments and the requirements of implementing systematic, integrated, and coordinated reforms, it is of great theoretical and practical significance to study policy spillover effects. However, the existing studies mainly focus on single or certain policy areas. Scholars seldom explore the general law and logic of policy spillovers. This study examines the varied phenomenon of policy spillovers, clarifies the definition, classification, core mechanisms, and the influencing factors of policy spillover effect. Future discussions should examine how to predict, monitor, and evaluate the policy spillover effect in a better way, and how to improve this process by improving methods, procedures and technologies, so as to deal with the possible negative policy spillovers.

    The theoretical research and practical cultivation of the socialist concept of freedom should examine its ideal, but also discuss the public’s actual sense of freedom. Empirical research on the sense of freedom is rarely done by domestic scholars, given the lack of necessary concept construction and scale preparation. Based on etymological traceability and conceptual comparison, the sense of freedom is the belief and preference of the public to preserve individual independence and autonomy in the relationship between members and members, members and authoritative institutions, members and capital, and authoritative institutions in a specific era. Its basic dimensions can be divided into the public 's cognition of negative freedom and positive freedom in the social field, the political field, and the economic field, as well as principled support, comparative support and situational support. Based on this, with the help of systematic sampling data, this paper performs an item analysis, a reliability analysis, an exploratory factor analysis, and a confirmatory factor analysis. Eventually, the study developed a scale for measuring people’s sense of freedom which is applicable to investigations of Chinese society and international academic communication.

    As the largest Marxist governing party in the world, the Communist Party of China (CPC) has always been alert and determined to tackle the special challenges that large parties face. According to the party organization literature, these are the impacts of membership growth on the party’s structure and organizational behavior. The actual challenges for large political parties are manifold: imbalances between the quantity and quality of party members, between centralization and decentralization of power, rising collective action of party members, and organizational complexity. Many large parties have failed to balance these internal relationships, leading to disastrous results. From the perspective of organizational theory, we can identify the special challenges faced by the CPC.

    In M-government services, the focus should be on the public’s evaluation of their experiences on the demand side. Based on the user reviews of big data miners of 32 provincial government APPs, this study analyzed the concern categories, the thematic features and directions of user reviews, designed an analytical model of user review data, and constructed a framework of driving forces of M-government performance. The overall user ratings of government APPs were not high. Users thought the usability was outstanding, opinions about the ease of use was divided, completeness were not well developed, but the mandatory parts were present, and security was guaranteed. The performance level of M-government significantly affects public evaluation. Positive completeness, positive mandatory features, negative usability, and negative ease of use of government APPs significantly affected the public’s evaluation. The study reveals that the “co-production” of the government and the public are influenced by the government's attitude, technical environment, public perception, etc. M-government should take the lead to solve the technical constraints to improving the service inclusiveness, to encourage the promotion of M-government services that will gain more public favor than mandatory promotion, and to establish the interactive feedback and quality improvement mechanism of M-government services in due course.

    As women increase their participation in community governance, urban community governance becomes more feminized. Based on the community governance practices of four communities in Nanyuan Street, Linping District, Hangzhou, this paper analyzes the factors that form the feminization of urban community governance, summarizes the flexible role of characteristics and related behaviors, and focuses on the mechanism of emotional effects. As the study shows, the feminization of urban community governance is mainly related to institutional and cultural factors. Compared with male community workers, the feminized community tends to embrace flexible governance. Women emphasize consultation and cooperation, personal interactions, cultural and humanistic care, and the interests and needs of community members, all of which makes it is easier to form emotion-oriented action strategies in community governance. Through the accumulation and mechanism of five emotional elements (structural, situational, self-actualization, relevance, and internal acquisition), the process of community emotion-oriented governance is promoted.

    The social risks caused by artificial intelligence (AI) are rooted in the injustice of an AI society. In order to more comprehensively understand the social justice risks of AI, it is necessary to analyze the social form of the era of AI based on Marxism. From the perspective of “production justice”, an AI society is one of deeply automated production, which may lead to production justice risks such as downward aggregation of labor, weakening of labor capacity, and labor “dividuum”. From the perspective of “distributive justice”, an AI society is one of great material abundance but serious unfairness to individuals, in terms of spatial and time distribution. From the perspective of “cognitive justice”, an AI society combines the virtual and the real, which may lead to the risk of cognitive justice, such as rational cognitive deprivation, self-control deprivation, and independent choice deprivation. From the perspective of “development justice”, the contradictions and tensions between AI and human society may lead to development justice problems such as energy competition, imbalance of rights and responsibilities, and passive resistance, all of which can weaken society’s motivation to pursue justice. The fundamental cause of the “justice risk” of an AI society lies in the contradiction between the world’s limited resources and the unlimited demands of human beings and AI. The core incentive lies in the inherent social injustice of human society itself. And the biggest obstacle is that the existing governance methods are unsuited to act directly on the responsible subjects in the field of AI. To this end, it is necessary to reasonably delineate the energy consumption standards and proportions of AI development, focus on solving the unjust problems in traditional society, and penetrate the “black box of responsibility” of AI for the purpose of human development.

    The rapid development and wide application of artificial intelligence has brought great social wealth, but it has also hidden the inevitable risk of distributive justice. As a basic theory of analysis, Marx's viewpoint of distributive justice is a common logic paradigm for different understanding and analysis. Based on criticizing and deconstructing the capitalist mode of production, Marx constructed the distributive justice viewpoint, which has production justice as its fundamental premise, labor equality as its value stipulation, and the promotion of freedom and comprehensive development of human beings as its practical purpose. In this theoretical framework, the essential problem of artificial intelligence and distributive justice lies in the ‘Wealth Distribution Paradox’, which is rooted in the capitalist application of artificial intelligence and manifested as the continuous intensification of productive injustice, labor inequality, and the complete loss of human essence. Therefore, the exclusive way to reverse this contradiction is to thoroughly criticize and jump out of the logic of capital when the new ethical risk of artificial intelligence is presented. Only in this way can the real social application of artificial intelligence be realized and the formal system of distribution be transformed into the substantial presentation of creation.

    Constitutional Right to Personal Information under Platform Control: Double Reflection on the Third-Party Doctrine

    From the perspective of investigation, the constitutional right of personal information controlled by the platforms is related to whether the relevant information should be protected and whether the corresponding means of obtaining evidence are compulsory measures. The third-party doctrine as presented in American jurisprudence provides a perspective for interpretation. The theoretical bases of this principle include that citizens do not have a rights basis to claim privacy expectations for information stored by a third party and bear the risk of transmitting information to that third party. However, the third-party doctrine has not been applied to personal information under the control of the platforms, as the connection between the information subject and the personal information has not been cut off in the process of information flow. Combined with the panoramic and localized reflection on the third-party principle, the basic structure of the constitutional right of personal information under the control of the platforms can be obtained. The personal right of the information subject to their personal information should be the core, which involves the rights based on privacy, personal information interests, communication of secrets, and other rights. For the platforms, the intervention caused by relevant data retrieval measures focuses on the platforms' operational freedom, including the derogation of personal information protection obligations and the provision of assistance in data retrieval obligations. This allows the platforms to actively resist the requests of law enforcement agencies, constituting the outer core of personal information protection.
